LAKE PARK REDEVELOPMENT TRUST FUND

The Lake Park Redevelopment Trust Fund was established by the Town of Lake Park in February of 1999 through the adoption of Ordinance 2, 1999 (CLICK HERE to view MUNICODE).  The Redevelopment Trust Fund was created for use by the Lake Park CRA to finance or refinance any community redevelopment undertaken by the Lake Park CRA pursuant to the community redevelopment plan approved by the Lake Park Town Commission.   The maximum CRA grant award per applicant is $5,000.00.  For further information, contact the Town of Lake Park CRA, 535 Park Avenue, Lake Park, Florida 33403.  Telephone Number 561-881-3300.  Email: [email protected]

COMMUNITY IMPROVEMENT BEAUTIFICATION FUND

The Community Improvement Beautification Fund was established by the Town of Lake Park in March of 1998 through the adoption of Resolution 17, 1998.  The Fa�ade Improvement Grant Program was established as the commercial component of the Community Improvement Beautification Fund to promote the maintenance, rehabilitation, renovation and restoration of the exterior of buildings in the PADD or CRA District by offsetting the cost of such improvements.  Eligible applicants consist of owners of commercial properties located in the PADD or CRA District.  Eligible improvements consist of signage, canopies, fa�ade improvements, painting, landscaping and lighting.  Funding is available on a matching basis.  The maximum grant award per applicant is $3,000.00.  This program is open-ended and there is no stated deadline; however, applications should be submitted to the Town Manager, Town of Lake Park, as early in the fiscal year as possible when funding is more likely to be available. PALM BEACH COUNTY DEVELOPMENT REGIONS GRANT PROGRAM

The Palm Beach County Development Regions Grant Program is a program established by Palm Beach County.  The purpose of this program is to provide assistance to small businesses in order to revitalize the low to moderate income areas in Palm Beach County.  These areas include, but are not limited to, Lake Park, Riviera Beach, Mangonia Park, West Palm Beach, Lake Worth, Boynton Beach, Delray Beach, Bell Glade, Pahokee and South Bay, and unincorporated areas in Palm Beach County.  Such funding is available on a matching basis through the Town of Lake Park in the form of project grants.  The goal of the program is to transform the low to moderate income areas listed above into areas of economic reinvestment and diversification by increasing job growth, encouraging entrepreneurial opportunities, revitalizing commercial districts and focusing on positive human resource redevelopment.  Funding is available for business and public improvement projects.  Funding cycles are established by Palm Beach County and take place once every fiscal each year.  The maximum grant award per applicant is $50,000.00, and one full-time equivalent job must be created or retained per $10,000.00 requested in county funding.  The next funding round is expected to take place in early Fiscal Year 2004, at which time the Town of Lake Park will make application forms and accompanying instructions available. 

PALM BEACH COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT ECONOMIC DEVELOPMENT SET-ASIDE

The Community Development Block Grant ("CDBG") Economic Development Set-aside is a portion of CDBG funding administered by the U.S. Department of Housing and Urban Development through Palm Beach County for the purpose of providing grants to eligible applicants (i.e., sole proprietorships, incorporated businesses, municipalities or Community Redevelopment Agencies, or legally organized forms of business registered with the Florida Department of State to do business in the State of Florida) for the purpose of creating or retaining jobs for low and moderate income persons.  Such set-aside represents 10 percent of the county's total CDBG entitlement and can be used for acquisition of real property and equipment (excluding vehicles); improvements to structures; infrastructure improvements; and, new construction.   The minimum funding award is $50,000.00, and preference is given to requests of at least $100,000.00.  Funding cycles and application deadlines are established by Palm Beach County and take place once each fiscal year.  Announcement by Palm Beach County of the opening of the Fiscal Year 2003-2004 funding round is expected to occur on May 11, 2003.  The Notification of Announcement of Funding Availability is available for download in PDF format.

STATE OF FLORIDA URBAN JOB TAX CREDIT PROGRAM

The Urban Job Tax Credit Program was created by the Florida Legislature in 1997 to encourage the creation of job opportunities in qualified high-crime urban areas, and to encourage economic expansion of new and existing businesses in those areas.  This ongoing program provides tax credits against corporate income tax or sales and use tax, to businesses located within urban designated by the Florida Office of Tourism, Trade and Economic Development ("OTTED") and which are engaged in (or which serve as headquarters for) certain eligible activities.  A portion of the Lake Park CRA District lies within the Urban Job Tax Credit Program boundaries.  To obtain copies of the Urban Job Tax Credit Program map and to obtain a list of eligible activities, contact the Lake Park CRA office.  To obtain more information regarding this and other state economic development programs, CLICK HERE  and search on "OTTED".   

U.S. DEPARTMENT OF COMMERCE ECONOMIC DEVELOPMENT ADMINISTRATION ASSISTANCE

The Economic Development Assistance Programs are federal programs administered through the U. S. Department of Commerce, Economic Development Administration ("EDA").  Each fiscal year, EDA announces the availability of grant funding pursuant to the Public Works and Economic Development Act of 1965 as Amended for eligible recipients, which include municipalities seeking to promote favorable business environments to attract private capital investment and foster business development within eligible areas.  Eligible areas are defined at 13 Code of Federal Regulations 301.2 (CLICK HERE  to access the Code of Federal Regulations online and retrieve Title 13 CFR 301.2 by citation).  Palm Beach County overall is not an eligible area for receipt of EDA funding; however, there are areas within Palm Beach County which may be determined eligible based upon their current unemployment rate and per capita income, as compared with the national averages.  Eligible activities include public works and economic development projects which benefit areas experiencing or threatened with substantial economic distress (i.e., the Lake Park CRA as described in Lake Park's finding of necessity).  Funding cycles occur once each fiscal year.  For the current Fiscal Year 2003, the Notice of Funding Availability for Economic Development Assistance Programs was published by the Economic Development Administration, U.S. Department of Commerce, in the    April 9, 2003 Federal Register.  Overall funding in the total amount of $288,115,000.00 has been appropriated for Fiscal Year 2003 and will remain available until expended.  While this competitive program is open-ended and there is no stated deadline, applications should be submitted as early in the fiscal year as possible when funding is more likely to be available.  For more information, contact Mr. Willie C.
